target-arm: implement IRQ/FIQ routing to Monitor mode
SCR.{IRQ/FIQ} bits allow to route IRQ/FIQ exceptions to monitor CPU
mode. When taking IRQ exception to monitor mode FIQ exception is
additionally masked.
