target/loongarch: Implement vbitsel vset
This patch includes:
- VBITSEL.V;
- VBITSELI.B;
- VSET{EQZ/NEZ}.V;
- VSETANYEQZ.{B/H/W/D};
- VSETALLNEZ.{B/H/W/D}.
