linux-user: add rtnetlink(7) support

rtnetlink is needed to use iproute package (ip addr, ip route)
and dhcp client.

Examples:

Without this patch:
    # ip link
    Cannot open netlink socket: Address family not supported by protocol
    # ip addr

    # ip route
