build: use $(DESTDIR)x instead of $(DESTDIR)/x
The GNU make manual[1] demonstrates $(DESTDIR)$(bindir)/foo and QEMU
mostly follows that. There are just a few instances of
$(DESTDIR)/$(bindir)/foo. Fix these inconsistencies.
