target/ppc: Prevent supervisor from modifying MSR[ME]
Prevent guest state modifying the MSR[ME] bit. Per ISA:
An attempt to modify MSR[ME] in privileged but non-hypervisor state
is ignored (i.e., the bit is not changed).
