target/riscv: rvv-1.0: floating-point/integer type-convert instructions

Add the following instructions:

* vfcvt.rtz.xu.f.v
* vfcvt.rtz.x.f.v

Also adjust GEN_OPFV_TRANS() to accept multiple floating-point rounding
modes.
