In other words, even if a \"win\"\ndependency is only declared under [target.\u0027cfg(windows)\u0027.dependencies],\n\"cargo build --features win\" succeeds on non-Windows platforms as well.\n\nDue to the new representation, move the merged table into\nPackageConfiguration.
