Maintainers.txt: Add GptLib to MdeModulePkg Disk modules

GptLib parses GPT partition tables and is closely related to the
PartitionDxe driver under MdeModulePkg/Universal/Disk/. Add its header
and library directory to the Disk modules section so changes are
routed to the disk modules reviewers.
