MdePkg: Update AML _STA macros

Add a ACPI_AML_STA_DEVICE_STATUS_PRESENT macro without typo,
the previous one should be removed ultimately.

Introduce macros for _STA supported bits:
- STA_BASE_SUPPORTED
- STA_SUPPORTED
